The Bank directed its activities into loan programmes with the objective of promoting and developing agricultural products as a part of basis for the overall economic development of the Republic of Croatia. By following the guidelines and Decisions of the Government of the Republic of Croatia, in previous years, HBOR has also participated in the following activities:
- Operational Programme for the Development of Cattle-Breeding
- Operational Programme for the Financing of Perennial Crops
- Operational Programme for the Financing of Slavonian Sausage „Kulen“
- Operational Programme for the Development of Vegetable Farming and
- Operational Programme for the Development of Pig-Breeding
