HBOR Workshop on possibilities of financing projects through HBOR loan programmes held in Šibenik
In cooperation with the Croatian Chamber of Economy - the County Chamber of Šibenik and the City of Šibenik, the Croatian Bank for Reconstruction and Development organised a workshop on the premises of the City Library Juraj Šižgorić on 11 April 2024. Within the  framework of the workshop, possibilities of financing capital projects of local and regional government units were presented during 2024, as well as the possibilities of financing business entities, with emphasis being on the financing at reduced borrowing costs.

An expert team of HBOR presented the bank's guarantees under the National Recovery and Resilience Plan (NRRP) for financing investments of utility companies, and also the possibility of  subsidising interest rates from the NRRP fund was presented to the gathered participants. In 30 years of its operations, HBOR financed more than 69,000 projects in the amount of almost EUR 30 billion.

"Units of local and regional government have at their disposal regular HBOR loan programmes for financing eligible and non-eligible costs of EU projects with repayment periods of up to 15 years, as well as the Public Sector Investments programme. In addition to that, the NRRP financial instruments, and since 2024, also financial instruments within the framework of the Integrated Territorial Programme 2021-2027",  said Suzana Laušin-Katanec, Credit Division Executive Director of HBOR, adding that the Bank has a good offer in the times of high interest rates.

Model of issuing guarantees for loans under the NRRP was also presented.

"The goal of the NRRP measures of HBOR is to encourage new private and public sector investments in the green and digital transition, but also to enable support for projects to strengthen competitiveness," said the coordinator of regional offices of HBOR Tomislav Marković, adding that the goals also include a horizontal approach to the measures without restrictions on the size of entrepreneurs and sectors.

Special attention is paid to measure 7.4.1 (construction of small communal infrastructure facilities), which is announced by the Agency for Payments in Agriculture, Fisheries and Rural Development (APPRRR) i.e. the possibilities of financing this type of projects by HBOR.

Among others, from the HBOR expert team, the audience was also addressed by Jelena Peša, Head of the Regional Office for Northern Dalmatia, who emphasized good cooperation between HBOR and entrepreneurs of the Šibenik-Knin County and the openness of HBOR for future projects.

The workshop was interactive, i.e. it was possible to question the possibilities of financing projects and present the problems faced by subjects when planning projects, borrowing procedures and obtaining permits from the relevant state bodies.
