Investments in competitiveness and resilience

Under the National Recovery and Resilience Plan (NRRP), favourable funds are made available to entrepreneurs. The funds are approved through the implementation of financial instruments for private and public sector entities with interest rates from 0.4 % or interest rate subsidies of up to 75 %.


Special SME Segments Investment under the National Recovery and Resilience Plan (NRRP)

Direct loans from the NRRP funds are intended for start-up entrepreneurs (up to 3 years of operations), young entrepreneurs (up to 40 years), companies owned and/or managed by women, entrepreneurs investing in special areas of the Republic of Croatia (assisted areas in accordance with the development index, hill and mountain areas and the islands) and entrepreneurs investing in the commercialisation of  research, development and innovation-based projects (RDI projects).


Interest rate: 0.4 % or 0.8 %

  • for projects that are mostly focused on green or digital transition and commercialisation of RDI projects – 0.4% p.a.
  • for other investments in competitiveness and resilience – 0.8 % p.a.


Loans are approved without charging the loan application processing fee and without charging the commitment fee, with a repayment period of up to 15 years, which includes the possibility of a grace period of up to 3 years.


Subsidy of up to 75 percent of regular interest rate

Loans for entities in both private and public sectors with subsidised interest rates are made available under the following HBOR programmes for financing investments: Private Sector Investment, Public Sector Investment and Youth, Female and Start-up Entrepreneurship


Interest rate: reduced by up to 75 %

  • for investments in green transition or digital transition projects, interest rate for borrowers can be reduced by up to 75 %,
  • for investments in special areas of the Republic of Croatia and investments in RDI based projects – by up to 65 %,
  • for other investments to increase competitiveness and resilience – by up to 50 %
